506 sayılı Sosyal Sigortalar Kanunuyla işçilerin, 1479 sayılı Bağ-Kur kanunuyla bağımsız çalışanların, 5434 sayılı Emekli Sandığı Kanunuyla memurların sosyal güvenlik haklarını düzenlemektedir. Sosyal güvenlik hukuku şu konularla ilgilenmektedir:

İşçiler bakımından;
-iş kazası ve meslek hastalığı sigortası,
-hastalık sigortası,
-analık sigortası,
-malüllük, yaşlılık ve ölüm sigortası,
-işsizlik sigortası

Bağımsız çalışanlar bakımından;
-sağlık sigortası,
-malüllük, yaşlılık ve ölüm sigortası

Memurlar bakımından;
-sağlık sigortası,
- malüllük, yaşlılık ve ölüm sigortası

(Social Security Law)
The Social Security Organization was established in 1965 by Act No. 506 which governs various branches of social security, as the successor to the earlier Workers’ Insurance Organization. It affects all workers employed under a labour contract. It excludes agricultural workers, the self-employed and public servant. The scheme comprises almost all the branches of social insurance except unemployment insurance. Act No. 506 has been amended many times. A draft bill has been prepared with a view to setting up unemployment insurance as well, but it will be administered by the Public Employment Services Organization rather than the Social Security Organization. Social security in Turkey in its present form covers free medical care and sickness allowances to compensate industrial accidents, old-age (retirement), occupational diseases and general illness, disability pensions and death benefits for surviving dependents, and maternity. The benefits also apply to the dependents of the insured persons. Public Servants’ Retirement Fund provides retirement pensions for all public servants covered by the general and annexed budgets; it also pays disability and survivors’ pensions. Persons working under the “contract worker” status in the state economic enterprises have also been made subject to the Public Servants’ Retirement Fund. There is also a social insurance organization for tradesmen, artisans and other self-employed persons, called Bağ-Kur. Established in 1972, it provides disability, old age and death benefits. Membership in Bağ-Kur is compulsory for certain categories, while for others it is voluntary.
